ODER~SO is a joint project of four research institutions coordinated by the Leibniz-Institute of Freshwater Ecology and Inland Fisheries (IGB) and funded by the Federal Agency for Nature Conservation (BfN) with funds from the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV). All partners involved in ODER~SO – the IGB, the Helmholtz Centre for Environmental Research (UFZ), the Brandenburg University of Technology Cottbus-Senftenberg (BTU) and the University of Duisburg-Essen – are independent public scientific institutions and are not subject to any authority. The scientific work is carried out on the basis of internationally established and recognised methods. Advice to politicians, authorities, associations, industry and the general public is independent, objective and evidence-based.
The scientific work of the project is accompanied by two committees: a steering group and a project-accompanying working group.

To closely involve the federal states and relevant federal authorities in the implementation of the project, a steering group was set up with representatives from the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV), the Federal Agency for Nature Conservation (BfN), the Federal Institute of Hydrology (BfG), the DLR Project Management Organisation (DLR - PT), the Ministry of Climate Protection, Agriculture, Rural Areas and the Environment of Mecklenburg-Western Pomerania (MKLLU MV), the Ministry of Agriculture, Environment and Climate Protection of the State of Brandenburg (MLUK) and the Federal Environment Agency (UBA).
